Microsoft PowerPoint doesn't have a built-in feature that directly allows you to rotate the ruler itself. The ruler in PowerPoint is fixed horizontally and vertically on the slide and cannot be rotated like some other design elements.
If you need to create an angled or rotated measurement reference, you might need to use workarounds or external tools:
  1. Rotate Text Boxes: You can rotate a text box to create a visual indicator of an angle or measurement. Place the text box on the slide, type in the measurement, and then use the rotation handle to adjust its angle.

Microsoft PowerPoint's primary purpose is presentation design rather than precision graphics or technical drawings. If your needs are more technical or require advanced precision, you might want to explore software that is designed for those purposes.
